I'd rather take a different approach.

How about a race where all participants must achieve at least 40 mpg throught the race, or be disqualified? Fastest time wins.

A car that gets 40 mpg flogged around the racetrack at 100+ mph would probably get 80-90 mpg driven normally on the streets. Note the Opel Eco Speedster, 97 miles per gallon, 160 mph top speed, but FE dropped to around 40 mpg on the racetrack with some bursts to over 150 mph.

This would encourage for cars not only to be more fuel efficient, but to maintain the levels of performance that keep people interested, while keeping an actual race going on.

I know my car could do a 40 mpg race, sounds like something for the ultralights and diesels, mwahaha.

That is a neat idea! Also, no tyre changes.

Add some stop lights and it would be almost like real life. Or maybe stop lights. No California stops. Do it on a track where there are enough hairpins and straights to simulate a typical driving cycle.

I wonder if it would be interesting to watch. I suspect that there would be fairly constant speeds involved. It would also pay to add 400lbs of ballast to simulate people and luggage, so that you don't end up with go karts.
