That's really poor mileage for a diesel, I wonder why...

Why would peak power/gearing an aerodynamics wrt top speed influence fuel efficiency?

Not sure why you are claiming it is poor mileage for a diesel, this is their largest car in the fleet, and weighs over two US tons?

And that is a good sized engine. Heck my diesel only has a 1.9L in it and weighs in at just over 3000lbs.

It may weigh a half ton more than a diesel MT Jetta wagon (or Accord diesel, ~700lbs heavier), but I'm guessing it's more aerodynamic, which isn't that hard given VW's penchant for boxes...
But, neway, a MT diesel Jetta wagon a diesel accord both get ~10mpg better than a car that's just come out with better aero. I'm going out on a limb here, but I think the HDi is something of a dog mileage wise.

It might be, but then, the car is not aimed for any truthful economic operation at over $60K US. The 2.7 HDi V6 diesel gets about 28 US MPG and the 3.0 V6 Petrol is a dismal 21 US MPG. These are mixed driving averages also.

Not bad, most big Citroens I have been around have been in these figures, excluding SM.

I'm thinking it's because of gearing after comparing the city/hwy figures of the hdi powered c3s to the 1.4l tdi lupos. City mileage is similar but highway mileage is different, which would follow since the car was marketed towards performance/economy.
